Draft Equality Scheme


Section 75 of the Northern Ireland Act 1998 (the Act) requires public authorities, in carrying out their functions relating to Northern Ireland, to have due regard to the need to promote  equality of opportunity and regard to the desirability of promoting good relations across a range of categories outlined in the Act.


Public Authorities are also required to produce an Equality Scheme which explains how they intend to fulfill these duties. The Equality Commission requires that an Equality Scheme for Antrim and Newtownabbey District Council should be submitted within six months of the establishment of the Council.  In order to meet this deadline a draft Equality Scheme has been prepared in accordance with the ECNI guidance - Section 75 of the Northern Ireland Act, A Guide for Public Authorities.  This does not significantly differ from the existing Equality Schemes for Antrim Borough Council and Newtownabbey Borough Council.


The Commission recommended in its guide that a commitment to develop an action plan to support the active implementation of the Council’s Section 75 duties is included in the Equality Scheme.  However, the Commission has acknowledged that an action plan may be more usefully developed post scheme submission.  In accordance with this, the draft Equality Scheme includes a commitment to develop an action plan within six months of 1 April 2015 ie from the date of the new Council taking on its full functions (section 2.11 of draft Equality Scheme).


The draft revised equality scheme can be accessed below and paper copies will be made available on request.  We would welcome your comments on the document.
