Newtownabbey Borough Council consists of the following departments. Each department is made up from a number of sections as detailed below:

The Chief Executive, Norman Dunn, is the head of the paid service and is responsible to the Council for delivery of the objectives set out in the Corporate Plan. The Chief Executive is also the Council’s Chief Financial Officer and advisor.

The Deputy Chief Executive contributes to corporate planning and strategic development for all Council business. She also manages the Council’s 50th Anniversary programme in 2008 and co-ordinates the construction of phase 2 Mossley Mill.

Development Services

The Development Services Department consists of 3 sections. The Community Development section has responsibility for community services including community grants, a good relations programme of work and community safety including the work of the Community Safety Partnership. The Economic Development section, focuses on support for local businesses, international business links, inward investment opportunities and local and regional tourism initiatives. The Department also, through its Project Management section, researches develops and manages the Council's major capital projects programme of work.

This department is responsible for the provision of some of the Council's best known services like refuse collection and disposal, recycling, building maintenance, street cleansing, Environmental Health and Building Control.

 

Their work involves both providing a monitoring and an educational service to residents and businesses. Issues they deal with include pollution, food control, air quality, dog control, waste and litter control, licensing, home safety and consumer protection.

 

 

 

Financial Services

The Financial Services Department comprises financial accounting, management accounting and internal audit sections providing a range of services to internal and external customers. The financial accounting section is responsible for financial reporting, processing suppliers' payments and treasury management.

 

Management accounting co-ordinates the preparation of the annual estimates, develops and maintains budgetary control systems and is responsible for the Council’s payroll function. Internal audit provides an independent audit service ensuring that all of the Council's financial and management systems are subject to periodic audit. The Department also has responsibility for IT and eGovernment.

 

 

 

Leisure Services

  • Leisure & Culture

 

The Leisure Services Department has responsibility for a wide range of indoor and outdoor leisure provision, including leisure centres, sport grounds, parks and museums.

 

The development of arts, sports and play, cemetery provision and the Council's community centres are also responsibilities of the Leisure Services Departments.
