Building Control
The Building Control section is responsible for enforcing building regulations which deal with all practical matters relating to the construction of a building/extension or works. Issues they consider include fire safety, thermal insulation, structural stability, drainage, facilities for the disabled, and stairs.

Newtownabbey Borough Council's Building Control Section has a statutory obligation to enforce Building Regulations to:
- Ensure that people live and work in safe buildings
- Protect the environment
If you wish alter or change a use of a building you will have to complete a Building Control application. Building Control is customer focused and will provide the public with help and guidance on how to comply with Building Regulations.
Examples of work requiring a Building Control application are:
- Erecting a new building.
- Extending an existing building.
- Converting a roof space or garage.

If you are required to complete a Building Control application you need to decide which type of Building Control application you require. There are two main routes:
- Full Plans
A full plan application can be used for any type of work, and has two main stages, vetting and approval of drawings following by inspection on work on site. - Building Notice
The Building Notice is a fast track application suitable for domestic work only. Working drawings are not normally required for minor works and the construction details are agreed on site as work progresses.
You can making a Building Notice application by completing the appropriate form and submitting this to the Newtownabbey Borough Council with a site map sufficient to clearly identify the site. Forms can be obtained by contacting Building Control on 028 9034 0141 or downloading a pdf application form from the Northern Ireland Building Control website.
How Much Will It Cost?
Fees are determined by the Department of Finance and Personnel for Northern Ireland. Fees are based on fixed fee categories/estimated cost of work. A convenient way to check fees payable is to visit the Northern Ireland Building Control website. A fee sheet is also available at Mossley Mill reception.
